This was used for running kids around. the frame work is steel. The wheels are heavy duty, some of them may need new tires. There are 6 of them. They connect together with a bolt so they can flex. Yes this is needed. Yes it is a fun toy for all ages. these are a[proximately 55 gallon plastic drums with a seat in them.
