Spots 4, 5, and 6 are guest spots and open for out of state bidding. I.E.: An auctioneer from Florida cannot win and have their auction featured on the first three spots on Texas.hibid.com portal because they are not a member of the Texas state portal. They would be required to bid on spots four, five or six.
